Fair Pay Agreement for Care Workers: What the New Negotiating Body Means for Pay

England’s first Fair Pay Agreement for adult social care is moving forward, with £500 million set aside. Here is the timetable and what it could mean for care workers.

Low pay is one of the most common complaints you will find among care workers online, along with long shifts and burnout. So it matters that the first Fair Pay Agreement for adult social care in England has taken another step forward. It will not change pay overnight, but it does set out, for the first time, a national process for agreeing pay and conditions across the sector.

What Is the Fair Pay Agreement?

In July 2026 the Government confirmed plans to set up an Adult Social Care Negotiating Body to deliver the first Fair Pay Agreement for care workers in England (Homecare Association). The body brings employers and trade unions together to negotiate pay, terms and conditions and wider workforce issues.

The idea is simple. Instead of thousands of separate employers setting pay on their own, there will be a sector-wide agreement that sets minimum standards.

When Will Care Workers See a Difference?

Not immediately. The timetable is:

Why It Matters for Recruitment

The Government says the reforms are meant to support recruitment, retention and career progression in adult social care. Anyone who has worked in the sector knows why. Care work is skilled, demanding and emotionally heavy, and when pay is close to what supermarkets or warehouses offer, many people leave for an easier life.

A national agreement could also make it easier to see a clear career path, from care assistant to senior carer, team leader and registered manager, with pay that steps up along the way.

What It Does Not Do

It is worth being honest about the limits. The details of pay rates have not been agreed, and £500 million spread across the whole sector is not unlimited. Employers, especially smaller home care providers, will be watching closely to see how any increase is funded alongside other rising costs. The Homecare Association and other bodies have welcomed the plan while pressing for clarity on funding.

What Care Workers Can Do Now

If you are in care and thinking about your next move, a few things help whatever happens with the Fair Pay Agreement. Keep a record of the training you complete, such as the Care Certificate and any medication or specialist training, because it supports a move up to senior roles. If you want to progress, ask your employer about qualifications in health and social care.
